During the second week of February 2025, 8 Macedonian media outlets published news 16 times related to the first public call for 2025 of the IPARD 3 Program 2021-2027. The media outlets shared the news about Measure 1 and the public call that provides for 7.4 million euros for investments in fixed assets for agricultural production. Brief, Kurir, Mak Pres, Nova Makedonija, Zelena Berza, Banko Metar, Net Pres and Ekonomski MK, shared the news, and the information was also published on the website of the Ministry of Agriculture, Forestry and Water Management and the Paying Agency.
- All media outlets explained in detail the conditions stipulated in the call, and as the best explanation we single out the announcement on the Brief portal, which came out with the following title: IPARD Measure 1: Purchase new equipment for processing, storage, forklifts… The text further states: “The new public call No. 01/2025 from the IPARD III program for Measure 1 “Investments in fixed assets of agricultural holdings” represents an excellent opportunity to modernize the equipment available to agricultural holdings. The list of eligible investments in the purchase of new mechanization, equipment and machinery is large, and in the following we will focus on the eligible costs related to post-harvest activities, on-farm processing and direct marketing of own production…”

- The Zelena Berza portal also had a striking headline, which wrote: Purchase a new tractor through the IPARD III Program – One beneficiary can purchase one tractor – purchases of tractors that meet EU standards are acceptable.
The text further states: “Purchase of agricultural machinery – the tractor should be in accordance with the parameters listed in the table “Maximum acceptable tractor power”, i.e. the power of the proposed tractor for purchase should correspond to the registered production capacities of the agricultural holding”.

- The oldest daily newspaper “Nova Makedonija” published a news item with the title: “A step towards improving agricultural production”. The text further quoted the statement of the Minister of Agriculture, Forestry and Water Management – Cvetan Tripunovski, who, during the celebration of the Macedonian holiday Sent Trifun, informed the public that a public call had been issued: “The Minister underlined that the new IPARD call has also been issued, which will last until March 29. From Monday, together with the Paying Agency and the Agency for the Promotion of Agricultural Development, we will start promoting the measure, reminding the rural municipalities, and presenting the necessary information. For anyone who will not be able to attend, we will try to make our regional units as available as possible. The intention is to make maximum use of the available over seven million euros – emphasized Minister Tripunovski.

During the third week of February 2025, 15 Macedonian media outlets published news 21 times related to the first public call for 2025 of the IPARD 3 Program 2021-2027. The media shared the news about Measure 1 and the public call that provides for 7.4 million euros for investments in fixed assets for agricultural production. Information was shared about the documents required for applicants to the public call, and the greatest media impact was the sharing of information about the start of the “Info Days” campaign. Kurir, Mak Pres, Zelena Berza, Banko Metar, Net Pres, Makfax, Tochka, Info, MIA, Business Info, MTV, 24 Vesti, Business Vesti, Nezavisen and Sloboden Pechat, shared the news, and the information was also published on the website of the Ministry of Agriculture, Forestry and Water Management, the Paying Agency and the IPARD Management Body.
- Zelena Berza shared the information on the required documents for Measure 1 of the first public call for 2025, with the following title: READ! List of required documents for IPARD III – PUBLIC CALL No. 01/2025. The text continues: The documents of farmers should be originals or copies certified by a notary. The documents listed below that are submitted in addition to the application for financial support from Measure 1 Investments in fixed assets of agricultural holdings should be originals or copies certified by a notary, unless otherwise specified next to the document itself. If the documentation is in another language, it should be accompanied by a translation into Macedonian certified by an authorized translator. Documents issued on the basis of public books or an established record system should not be older than three months from the date of publication of the public call, with the exception of documents confirming the fulfillment of obligations for paid taxes and contributions, which should not be older than one month from the date of publication of the public call.

- All media outlets massively shared the information about the start of the “INFO Days” campaign. “Net Press” published the news with the following headline: “The campaign to inform citizens about the Public Call from the IPARD Program 2021-2027 for Measure 1 begins”. The text continues: As part of the campaign, and on the occasion of the last published call from the IPARD Program 2021-2027 (IPARD 3) for Measure 1 – Investments in fixed assets of agricultural holdings, info days will be held in several cities, villages and settlements, where interested users (natural persons, legal entities, cooperatives, cooperative legal entities, etc.) will be able to learn about the procedures and conditions for applying for funds from this program.

- The Macedonian Information Agency (MIA) announced the start of the campaign with the following title: “ AGENCY FOR PROMOTION OF DEVELOPMENT IN AGRICULTURE with direct information meetings with Pelagonija farmers about the IPARD program”. The announcement is followed by a part of the statement of the director of NEA: “The information campaign aims to familiarize farmers with the current public call for proposals from the IPARD program, measure-1, said Pece Stojkovski, director of APAD. With this call, we want to increase the competitiveness of our agriculture and achieve the standards of the European Union. At these information meetings, we introduce farmers to the possibility of financing, the possibility of a return on the total investment they have made, and farmers can receive a return of up to 75 percent depending on whether they are young farmers or invest in mountainous areas, where the return on investment is 60 percent, Stojkovski pointed out.

- The Macedonian Television (MTV) also had a striking headline: Farmers demand greater control over the prices of agricultural machinery. The text continues by stating: The public call for proposals from the IPARD 3 program-measure 1 is underway, with which farmers will have the opportunity to receive financial assistance of up to 75% for the purchase of fixed assets as well as agricultural machinery. Farmers say that any assistance is welcome, but they cannot use the funds in full, part of the funds go to interest on loans. They demand a new payment modality as well as greater control over the prices of agricultural machinery, for which, as they say, before the announcement of each IPARD program, prices rise overnight …”. In the same context, there was also an announcement by Sloboden Pečat: Tractors and combines become more expensive before each call from IPARD, claim farmers.

During the last week of February 2025, 4 Macedonian media outlets published news 4 times in support of the “Info Days” campaign, regularly reporting on the schedule of meetings, in which cities, at what time and at what location (most often municipal meeting rooms). The news promoted the published public call for 2025 from IPARD 3 (Program 2021-2027), informing the public what documents are required for application, who is eligible to apply and what are the opportunities from this public call, in order to use the planned 7.4 million euros for investments in fixed assets for agricultural production, foreseen by Measure 1 of IPARD 3.
Zelena Berza, Nova Makedonija, MIA and Brief shared the news, and the information was also published on the website of the Ministry of Agriculture, Forestry and Water Management, the Paying Agency, NEA and the IPARD Management Body.
- The oldest daily newspaper Nova Makedonija, wrote: “A step towards increasing the competitiveness of Macedonian agriculture” with the subtitle “The IPARD program puts domestic food production in focus”. The text continues with the following: The public call for proposals from the IPARD Measure 1 program is underway, with which farmers will have the opportunity to receive financial assistance of up to 75 percent for the purchase of fixed assets, as well as agricultural mechanization. The aim of the call is to increase the competitiveness of Macedonian agriculture in order to achieve EU standards in that domain. With the IPARD Measure 1 program, farmers have the opportunity to invest in materials for fixed assets for agricultural holdings, to purchase agricultural mechanization and auxiliary agricultural equipment, as well as equipment for obtaining energy from renewable sources for their own production.

- The media shared information about the schedule of meetings across Macedonia within the framework of the “INFO Days” campaign. - One of the most read portals in Macedonia – Brif, published a news item with the title: “New tractor and mechanization with 70% non-refundable grant from IPARD: Apply by March 29, 2025”. The text continues with detailed explanations about the Public Call No. 01/2025 from the IPARD III program for Measure 1 “Investments in fixed assets of agricultural holdings” and it is also stated that co-financing of up to 70% of the total eligible costs for the purchase of a new tractor, attached mechanization, equipment for preparatory activities during land cultivation, irrigation, drainage, harvesting, control and protection equipment is provided.
