On May 6th, 2026, in Skopje, the 7th meeting of Monitoring Committee (MC) of the IPARD Programme 2021-2027 was held.
In addition to the regular representatives (members or their alternates), the Committee meeting was attended by observers representing the European Commission (DG AGRI), the Management Structure, the IPARD Agency, the Audit Authority, and the IPARD Managing Authority.
In accordance with the Committee’s Rules of Procedure, the Chairman of the 7th meeting of the MC was the State Secretary of the Ministry of Agriculture, Forestry and Water Economy, Borche Serafimovski.
Pursuant to the agenda items for the seventh meeting, the representatives of DG AGRI informed the attendees about the status of IPARD implementation in other countries, comparing the progress among beneficiary nations. The members and observers of the Monitoring Committee expressed their satisfaction with the swift resolution of the situation that arose in November 2025. The potential corruption scandal was defined as an isolated case that does not hinder the further implementation of the IPARD Programme in Macedonia.
The representatives of the IPARD Managing Authority, the Management Structure, and the IPARD Agency presented detailed information regarding:
- The status of implementation of the IPARD Programme 2021-2027;
- Information on the functioning of the management and control system, as well as the financial implementation of the IPARD Programme 2021-2027;
- Progress in the processing of applications from the public calls 01/2024, 02/2024, and 01/2025 under the IPARD Programme 2021-2027;
- Information about the Plan of Activities and Calls for 2026 (including an action plan to improve utilization of the Programme);
- Information on the accreditation status of measures under the IPARD Programme 2021-2027;
- Discussion/approval of the third modification of the IPARD Programme 2021-2027;
- Information on controls (conducted audits, follow-up on undertaken activities, and the annual audit report);
- Visibility and Communication Plan (Overview of activities from the annual communication and publicity action plan for 2026);
- Overview of the implementation of the Evaluation Plan for the IPARD Programme 2021-2027;
- Technical assistance activities (Overview of the implementation of activities from APTA 2026).
As part of the regular responsibilities of the IPARD Monitoring Committee, during the seventh meeting, the Committee members adopted the minutes from the previous meeting.
